Levies

Levies make the difference for students, staff and the community! School nurses. Extracurricular activities. Art and music. Student technology. Special education services. Safety and Security. These and more are just a few of the needs in the Richland School District paid for by local levy dollars.

Below are current levies being supported by our community.

Capital Projects Levy

Richland School District’s six-year Capital Projects Levy was approved by voters in February 2023. The Capital Projects levy pays for: 

Secure School Entrance diagram
  • Modernize older schools with secure entrances and building layouts, surveillance cameras and advanced security systems.
    • Construction of main entrance secure vestibules and potential relocation of some administrative offices at Richland High School and Carmichael and Chief Joseph middle schools.
    • Construction of main entrance secure vestibules at Hanford High School, Enterprise Middle School, River's Edge High School, Three Rivers HomeLink, Jason Lee, White Bluffs and William Wiley elementary schools.
  • Support safety efforts by providing staff training on new systems and best practices in threat assessment and crisis response and partnering with outside security experts.
    • Purchasing new surveillance systems and access controls at schools
    • Providing staff training on new systems and best practices in threat assessment and crisis response
    • Partnering with outside security experts on identifying and addressing vulnerabilities 
  • Keep schools safe in the future by developing plans and designs for RSD high school facilities that will address enrollment growth and overcrowding.
    • Development and design of a third comprehensive high school in West Richland
    • Development and design of a joint campus facility for River’s Edge High School & Pacific Crest Online Academy
    • Development and design of addition to Three Rivers HomeLink

The estimated levy rate is $0.31 per $1,000 in assessed property value. 

Capital Projects Levy Handouts

Education Programs & Operations Levy

Richland School District’s four-year Educational Programs & Operations (EP&O) was approved by voters in February 2022. The EP&O levy provides roughly 15 percent of RSD’s annual budget and funds:

  • Staff that students need
    • Training and professional development for staff
    • Staff (i.e. nurses, paraprofessionals, school resource officers, psychologists) above state minimums
  • Additional course offerings (i.e. Advanced Placement (AP), Special Education)
  • Academics
    • Curriculum and instructional materials
    • Extra math and reading help
  • Arts, Athletics and Extracurriculars
    • Art, music and physical education programs
    • Athletic programs, coaches and equipment
    • Extracurricular activities and clubs catering to everything from leadership to robotics
  • Almost all school supplies for students in grades K-8

The EP&O levy is $2.50 per $1,000 in assessed property value.

Technology Levy

Richland School District’s four-year Technology Levy was approved by voters in February 2022. 

  • 1:1 Technology Initiative (one digital device for each student in Grades K-12)
  • Staff training and professional development
  • Replacement and addition of student and staff devices
  • Enhanced IT support
  • Improved technology infrastructure

The Technology levy is $0.50 per $1,000 in assessed property value.
