Digital Accessibility

Overview

In April 2024, the U.S. Department of Justice made updates to The Americans with Disabilities Act. These updates, known as the ADA Title II update, will take effect for state and local government (including K-12 schools) on April 26, 2027 (extended from April 24, 2026). The new rule states that all digital content and services are accessible to everyone, particularly individuals with various disabilities, including those affecting vision, hearing, cognitive function, and manual dexterity.

How does this apply to RSD

As a public entity, Richland School District is required to comply with the new updates beginning April 26, 2027.

Whether you’re developing content, teaching a course, managing programs, or supporting district operations through day-to-day activities, you have a responsibility to help meet the district’s legal obligation to create and maintain content that is accessible.

Compliance

Areas that need to meet compliance:

Web Content & Websites including all school, athletic and club websites.
Social Media including district/school affiliated social media accounts.
Digital Communications including email and posting on ParentSquare.
Testing and Learning Platforms including Canva.
Digital Documents such as PDFs, presentations, class assignments, spreadsheets, and other documents shared digitally (on the website, ParentSquare or through email).
Videos and multimedia content including live and prerecorded school broadcasts, videos shared online, etc.

Exceptions

Preexisting digital documents created prior to April 26, 2027
- If it is a class assignment that will be shared again after April 26, 2027, it will need to meet new compliance. Existing documents not shared again are excluded.
Content posted by a third party
- A 'third party' is considered a member of the public, or someone who is not posting content due to contractual, licensing, or other arrangements with RSD.
Individualized, password-protected documents
- NOTE: If a person with a disability requests an accessible version of the document, it must be remediated.
Preexisting social media/ParentSquare posts
- Any posts made prior to April 26, 2027 are excluded from the new requirements.
