Procedure 8132 - Activity Transportation

The school district shall endeavor to provide for the transportation of student participants to scheduled events when possible. When transportation is not provided to school-sponsored events held within the Tri-Cities area (which includes the school districts of Richland, Pasco, Kennewick, Benton City, Finley, and Burbank), students and parents will assume responsibility for transportation to and from the event. Transportation of participants to events scheduled outside of the Tri-Cities area shall be provided or arranged by the school district. 

Private vehicles must be in a reliable and safe operating condition. All vehicles must be equipped with seat belts and the driver must agree to require that all passengers use such belts when the vehicle is under power. 

Any district employee other than a bus driver who transports students for school activities in a district or private vehicle with the seating capacity of ten or fewer persons must provide the following to his/her building level administrator at least annually and prior to transporting any student: 

1. Photocopy of current driver’s license. Non-employee drivers must he at least twenty-five years of age; all drivers must hold a valid Washington State driver’s license. 
2. Photocopy of current proof of insurance. The private vehicle which the driver intends to utilize must he insured in an amount equal or greater than the state minimum required liability including uninsured motorist coverage. 
3. Completed assurance statement (8132 F) that the proposed driver: 
a. Has the physical health necessary to transport students; 
b. Has not had his/her driver’s license suspended or revoked in the last three years; 
c. Has not had more than one speeding ticket in excess of ten miles over the speed limit within any twelve month period in the last three years; and 
d. Has not been convicted or undergone a deferred prosecution for any misdemeanor, gross misdemeanor, or felony related to the duty of driving students (which includes, but is not limited to: driving with license suspended or revoked; driving while intoxicated; physical control of a vehicle while intoxicated; reckless driving; serious negligent driving; vehicular assault or homicide; felony neglect of a child; felony assault or killing of a child; sexual exploitation of a child; sexual offenses where the victim is a minor; promoting prostitution of a minor; sale or purchase of child; and crimes involving the use, sale, possession, or transportation of any controlled substance or prescription). 
e. Will not transport children 12 or undarn or small adults in the front seat of a vehicle equipped with passenger-side air bags. 
 

Failure to honestly provide this assurance is employee misconduct and subject to discipline
