Procedure 6940 - Capital Projects

High School Booster Clubs provide a great deal of support to both students and the District. Periodically, Booster Clubs ask to assist the District in improving facilities and in completing current construction projects. In order to set parameters for such joint projects, the Richland School District’s Board of Directors established the following procedure. 

Booster Clubs may submit proposed projects that they would like to assist the District in completing at anytime during the school year. Proposals must specify the project, include detailed timelines for the project; identify the person who will be the “Project Supervisor” of the project, and any other information necessary for the District to comply with local, state and federal laws. Projects that involve new facilities must comply with Policy 6114. 

The District’s funds used for these projects will only come from interest earned from the Capital Projects fund. The Board will determine if any of the proposed projects will be financially supported by the District and if so, to what degree. This determination will usually occur on an annual basis. When the Board determines there are monies available, the Board will decide which projects to fund and how much money will be allocated for each project. 

When a project has been accepted, the administration shall share with the Boosters potential scheduling conflicts such as athletic, activities, and community activities to assure that the project goes smoothly. Additionally, each Project Supervisor will be expected to make reports to the board three times a year or as requested by the board, on the status of the project.
