Procedure 6881 - Disposal of Surplus Equipment and/or Materials
The procedures for the sale of obsolete and/or surplus equipment, supplies, furniture, and other district personal property are as follows:
1. The principal or department supervisor will supply a written rationale which supports the obsolescence of the item;
2. All other departments and/or buildings will have the opportunity to view the item during a two-week period;
3. If the item is not claimed during the two-week period, a value will be placed on the item by two staff members who are familiar with items of a similar nature. The value of textbooks will be established as follows:

4. Interested public and private schools will be advised in writing of a two-day period in which they will have an opportunity to view and/or purchase the obsolete and/or surplus item;
5. The remaining item will be available for purchase by the general public;
6. The District will publicize this sale, which will be open to the general public; and
7. The Board will specify the nature and conduct of any sale of property which exceeds the limits specified in policy 6882, Sale of Real Property.
The Superintendent designates the Executive Director of Support Services responsible for administering and executing the District’s Surplus Equipment and/or Materials Program in accordance with state law, and further establishes a Salvage Committee to assist the Executive Director of Support Services by delegating authority to the Committee to declare surplus equipment as uneconomically repairable, salvage, junk, or otherwise unsaleable as an original article.
Each administrator or principal shall be responsible for monitoring the proper utilization and operating condition of their assigned equipment and ensure that items no longer required are promptly reported to the Support Services for disposition. Warehouse personnel shall schedule the pickup and delivery of surplus equipment to the surplus storage area.
Original purchasing activities or schools will not accrue or derive monetary credit for items turned in as surplus. On the other hand, gaining activities or schools will not be required to reimburse or encumber their funds for acquisition of previously owned district equipment declared as surplus.
Surplus equipment and materials, except textbooks, turned into the warehouse shall be segregated, tagged, and stored according to its commodity category. Materials and equipment shall be inspected and classified according to serviceability and useability with or without further repair. Textbooks shall be inspected and classified according to: publisher, title, grade level, copyright year, condition, quantity, and established fair price.
Items suspected of being uneconomically repairable, obvious junk or salvage or unsaleable will be reported to the Salvage Committee. The Salvage Committee shall inspect the equipment and materials and make one of the following decisions:
- Declare equipment or material as junk or salvage, that is, useless for purpose for which intended but of value for material content, therefore direct its sale for material content.
- Declare equipment or material as junk or salvage, that is, useless for purpose for which intended and direct its destruction if prohibited from selling. Completes Certificate of Destruction for destroyed equipment or material.
- Recommend to the Superintendent for donation to a specific school, organization, or charitable institution.
At least once during the school year, Support Services shall circulate to all administrators and principals a listing of available usable or economically repairable surplus property to ascertain whether any or all of the property is redistributable. Issues shall be made on a first-come, first- serve basis.
Salvage Committee
The standing members of the Salvage Committee shall be:
- Executive Director of Support Services
- Director of Facilities and Maintenance
- Supervisor of Warehouse
- Manager of Grounds
