Procedure 4200 - Visitor Access And Safe And Orderly Learning Environment

The following guidelines are established to permit visitors to observe the educational program during school hours with minimal disruption: 

A. All visitors must register at the office upon their arrival at a school;

a. Visitors are required to show a valid, government-issued ID;
b. ID’s will be scanned into the visitor management system to screen for individuals who should not have access to the school (ex. restraining orders, registered sex offenders, etc.)
 

B. Visitors whose purpose is to influence or solicit students will not be permitted on school grounds unless the visit furthers the educational program of the district. Military recruiters will be provided with the same opportunities to meet with students as higher education and employer representatives;

C. If the visitor wishes to observe a classroom, an appointment time will be arranged after the principal or designee has conferred with the teacher; If, in the opinion of the principal and/or the teacher, a delay is warranted, the visitor’s observations shall be scheduled no sooner than 24 hours. Building administrators may choose to be present in the classroom anytime a visitor is observing.a.If the visitor then raises concerns that are related to instruction, course content or student/teacher conflict, these issues will first be addressed with a conference involving the principal, teacher, and visitor(s).

D. The principal and/or supervisor may withhold approval if events, such as testing, would be adversely affected by a visit. Similarly, if a visitors’ presence becomes disruptive, the principal or supervisor may withdraw approval;

E. If a dispute arises regarding limitations upon or withholding of approval for visits:

a. The visitor shall first discuss the matter with the building principal, or designee;
b. If it is not satisfactorily resolved, the visitor may request a meeting with the superintendent, or designee. the latter shall promptly meet with the visitor, investigate the dispute, and render a written decision. if the visitor still is not satisfied, they may make a written appeal to the board of directors within three days of receiving the superintendent or designee's written decision.
 

F. Visitors are requested to read and follow appropriate observation procedures that have been established to minimize disruption of the learning environment. Observers should:

a.Enter the classroom at the pre-determined time;
b.Never video tape, audio tape, or photograph without permission of the principal orclassroom teacher;
c.Enter into class discussion only at the request of the teacher.
d.Never intentionally observe other students’ work.
e.Never interrupt the teacher during class instruction.
f.Resist interacting with the students unless invited to by the teacher.
g.Never bring food or beverages into the classroom without teacher permission.
 

Disruption at School Activities 

The following guidelines are basic security measures to prevent/reduce disruptive activities in the school: 

A. All visitors are required to check into the office upon entering the school building;

B. Staff members are responsible for monitoring hallways and playgrounds; and

C. A visitor’s badge with the current date should be worn conspicuously.
