Policy 4500 - Drones
The Richland School District’s Board of Directors is committed to providing all students and staff with technology-based learning opportunities. The use of Unmanned Aircraft Systems (UAS) or drones is a privilege which comes with responsibilities that must be adhered to.
Definitions
1. Unmanned Aircraft System: Unmanned aircraft system means an unmanned aircraft and associated elements (includingcommunication links and the components that control the unmanned aircraft) that are requiredfor the pilot in command to operate safely and efficiently in the national airspace system.
2. Unmanned Aircraft: Unmanned aircraft means an aircraft that is operated without the possibility of direct humanintervention from within or on the aircraft.

The District will always comply with rules set out by the Federal Aviation Administration (FAA), Washington Interscholastic Athletic Association (WIAA), the District’s insurance provider, and other entities.
Any staff member who wishes to use UAS in their curriculum program must provide educational objective supporting documentation and obtain prior written approval from the Superintendent or designee. The Superintendent shall carefully consider any conditions or restrictions with the District's vision, philosophy, and operations. If the proposed use does not conflict with the District's vision, philosophy, and operations, the Superintendent must be assured that all federal and state laws and regulations will be followed. Individuals who are given access to a drone or model aircraft are required to know and abide by district policy and procedures, as well as city, state and federal guidelines and regulations.
The District reserves the right to remove or refuse entry or admission to any individual or entity who violates this policy and/or accompanying procedure. The District further reserves the right to exclude any individual or entity who violates this policy from future entry upon district property or entry to district-sponsored events. Students and employees violating this policy may be subject to disciplinary action or discharge. Any violator may also be reported to authorities, including local law enforcement and the FAA.
The Superintendent shall establish procedures governing the use of UA in any of the educational offerings, programs, or activities in the Richland School District.
