Expenditure Restrictions

ASB funds are designated as public funds of the school district per RCW 28A.325.020 and RCW 28A.325.030. Legal parameters exist that result in restrictions as to the expenditure of public funds. 

ALL SCHOOL DISTRICT/ASB EXPENDITURES ARE TO BE PRE-APPROVED (i.e., purchase order requests or local purchase orders must be used for pre-approval). 

ASB monies are for non-credit, extra-curricular activities only. The use of ASB monies for curricular activities is strictly prohibited. Petty cash is strictly for emergency use. If there is prior student approval, petty cash may be used only if a vendor does not accept a purchase order, with a limit of $20.00. 

Use of ASB Public Funds: 

  • ASB funds may only be used for legitimate activities of the Associated Student Body as approved by the particular school’s student council. 
  • ASB funds may not be used for any personal or private use. 
  • ASB funds may not be used for anything under the general heading of gifts, including charitable donations, scholarship or student exchange. See the Private Monies Section of the WASBO ASB Procedures Manual for instruction in certain expenditures for charitable donations, scholarships or student exchange. 

Prizes & Awards: Students, Faculty & Community 

  • Prizes and awards may be given if it is of nominal value ($25.00 or less) and has no functional use. For example, a pen & pencil set has functional use; this is not an allowable prize or award. A plaque does not have a functional use; this is an allowable prize or award. 

Non-Allowable Prizes & Awards: 

  • Cash and gift certificates are not allowed in any situation. 
  • Appreciation lunches and breakfasts given to volunteer workers are not allowed. Light lunches, breakfasts or refreshments may be provided for the volunteers during the time of the volunteer service. 
  • Flowers given in appreciation for a service or for someone in the hospital, etc. 
  • Food for a needy family. 
  • Registrations for staff who wish to attend a workshop that is optional. 
  • Refreshments for non-student meetings or activities. 

Flowers: 

  • Flowers may be purchased with ASB funds for student acknowledgment activities only. For example, flowers may be used in Honor Society induction ceremonies, Homecoming ceremonies, Graduation ceremonies, etc.
