Policy 3244 - Cell Phones And Other Personal Electronic Communication Devices

The Richland School District Board of Directors believes in fostering an educational environment that is safe and conducive to positive learning. The board recognizes the importance of limiting the use of personal electronic communication devices. Personal electronic communication devices include, but are not limited to cell phones, earbuds, headphones, smart watches, and other non-district issued electronic communication devices. The purpose of this policy is to increase student engagement at school and to foster respect for the learning environment. 

The district understands the need to have different guidelines for elementary, middle and high school students. If parents/guardians need to contact their elementary or middle school age child during the school day, please contact the main office. 

Elementary and Middle School 

The district prohibits the use of personal electronic communication devices from the first bell to the last bell of the school day. This includes during lunch and in hallways during passing periods. This schedule will follow each student’s class schedule and include zero hour classes. If a parent/guardian wishes their child to have a personal electronic communication device, it must remain in the student’s backpack and turned off/silenced during the school day. 

High School 

The district prohibits the use of personal electronic communication devices during class time. Students are allowed to use electronic communication devices before school, during passing time, lunch period and after school. Students are not allowed to use personal electronic communication devices in the hallways during the scheduled class time (ex. using the restroom during class time). Students may keep personal electronic communication devices in a classroom phone caddy, classroom locked cupboard, or in their backpacks. Earbuds and wireless headphones can be used to connect to a school district issued Chromebook with teacher permission for academic purposes only. 

Exceptions 

Students with a medical condition, such as diabetes, will be allowed to use their personal electronic communication device as needed. Families can contact the school nurse to set up a care plan and to document this exception with the school. Students with IEP/504 Accommodations and those who need translation services will be allowed to access their personal electronic communication device as needed. Students with music accommodations will be allowed to stream via district issued Chromebooks.
