Policy 2411 - High School Equivalency Certificate
High School Equivalency Certificates will be awarded by the Superintendent of Public Instruction and the State Board for Community and Technical Colleges.
Eligibility to take high school equivalency test
The following individuals are eligible to take the high school equivalency test:
Determination of substantial and warranted reason for leaving the regular high school program
A person between the ages of sixteen and nineteen who has not graduated from a public or private high school may apply to a high school principal in either the district in which they reside or the last Washington district they attended for a determination that they have a substantial and warranted reason for leaving the regular high school education program.
The application must be submitted to the high school principal. Upon receiving the application, the principal will evaluate the facts and make a determination. The determination of the designated employee shall be in writing and signed by the employee.
No person under eighteen years of age may be adjudged to have a substantial and warranted reason for leaving the regular high school education program unless their parent, guardian, or legal custodian agrees that dropping out of school is in the minor’s best interests.
If the principal determines there isn’t a substantial and warranted reason for leaving the regular high school education program, the person may appeal that decision to the Richland School District’s Board of Directors. The Board will make a decision within 30 calendar days of receiving the written request and such decision will be final, subject to an appeal to a court of law pursuant to RCW 28A.645.010.
