Policy 1310 - Adoption and Amendment of Policies and Procedures

Policies 

The Board shall develop and maintain a process for the development of its policies. The process should be designed to allow timely and meaningful input by staff, students, and district patrons. The Board may also call upon its administrative staff for assistance in the development and revision of policies. 

The purpose of board policy is primarily to give direction to the chief school administrator and to inform the public of the Board's position on matters relating to the operation of the public school system. In view of the complexities of the many facets of school administration, the Board recognizes that at times decisions may need to be made on matters of importance which are not covered by existing policy. The Board, therefore, in the absence of a written policy covering the problem at hand, gives the superintendent and other staff to whom administrative or supervisory authority has been delegated, full authority to take such action and to make such decision necessary to resolve the problem and to report to their supervisor or the board as appropriate. 

Proposed new policies and proposed changes in existing policies shall be presented for two readings at least two weeks apart, prior to adoption. After the first reading the Board may direct a proposed policy or amendment to the attention of interested groups for their comments and recommendations, prior to final adoption. All new or amended policies shall become effective upon adoption; unless a specific effective date is provided in the motion for adoption. 

The Board may grant temporary approval of a policy to meet emergency conditions or special events which would take place before the final adoption could be enacted. Such approval will be for a specific length of time. 

A complete current set of district policies and rules and regulations shall be available to the public on the District’s web site and at the District Administration Building. 

The Board shall periodically review or assign responsibility for review of its policies. The final responsibility for the development and approval of district policies lies with the Board. 

Rules and Regulations (Procedures)

The Superintendent will develop such rules and regulations as are necessary to ensure consistent implementation of policies adopted by the Board. The term “rules and regulations” can be used interchangeably with the terms “administrative procedures” and “procedures”. 

When a rule and regulation is developed, the Superintendent will submit it to the Board as an information item. Such rules and regulations need not be approved by the Board, though the Board may request a revision when it appears that they are not consistent with the Board’s intentions as expressed in its policies. Rules and regulations need not be reviewed by the Board prior to their issuance; however, on controversial topics, the Superintendent may request prior board consultation.
