The EP&O and Technology levies are not new taxes. They maintain the current levy funding already in place for our district.

Proposed 2026 Levy Rates

The renewal EP&O levy would be $2.50 per $1,000 in assessed property value and the Technology levy would be $0.50 per $1,000.

An average home value of $500,000 would see a tax increase of $255 per year or approximately $21 per month, if the renewal levies are approved.

Levy Codes

Property tax statements can be confusing with various levy codes. We want to explain what each levy code means for our schools. 

  • SD400 (School Dist 400 Debt Service) are funds going towards the 2017 bond. In February 2017, our community approved a 15-year bond to build new schools, replace existing schools and make other facility improvements across our district. The bond also allowed the district to apply for about $42 million in state assistance dollars to augment the community's contributions. 
  • SD400CP (School Dist 400 Capital Projects) is comprised of two different levies. The Safety and Security 6-year Levy approved by voters in February 2023 paid for safety upgrades for our older schools. These upgrades included surveillance systems, secure vestibule entrances and other security enhancements. The second levy covered under Capital Projects in the district's Technology levy. This 4-year levy was approved by voters in February 2022. Voters will decide on the renewal of the Technology levy in February 2026.
  • SD400MO (School Dist 400 Enrichment) is the district's Educational Programs & Operations (EP&O) levy. This 4-year levy was approved by voters in February 2022. Voters will decide on the renewal of the Educational Programs & Operations Levy in February 2026.
  • State and State2 (State School) are collected by the state of Washington. These statewide tax rates are set by the legislature and fund the state’s Basic Education program. The state levy funds collected from the state property tax levy are deposited in the state’s general fund. This money is distributed to school districts throughout the state on a set formula (not just to Richland School District).
