What is Dual Language?

Dual language education is an instructional model in which students develop literacy and academic content knowledge in two languages. In the Richland School District, the Dual Language program is offered in English and Spanish, supporting students in becoming bilingual, biliterate, and culturally competent.

The program is in its beginning stages, currently serving students in grades K–3, and will expand to additional grade levels each year as the first cohort progresses through middle school. In elementary school, students receive instruction in both languages for a significant portion of the day, building strong language and academic foundations over time. Research by Wayne Thomas and Virginia Collier shows that well-implemented dual language programs lead to strong academic achievement and long-term success for students.

As students continue through middle and high school, they have the opportunity to earn the Washington State Seal of Biliteracy, a distinction awarded at graduation that recognizes proficiency in two or more languages.

The goals of dual language education are to help students:

  • Become bilingual and biliterate with high levels of proficiency in both languages.
  • Perform at or above grade level in academic areas in both languages.
  • Develop positive cross-cultural attitudes and global understanding.

Mission

High quality PK-12 Dual Language Programs in Richland School District will hold this vision through: 

  • Validating and affirming Dual Language students’ linguistic and cultural background to ensure all DL students pursue academic success and socio-emotional well being
  • Delivering standards-based, culturally responsive instruction that integrates content, language and authentic biliteracy
  • Supporting DL instructional staff through continuous professional development informed by research and best practices
  • Supporting families and parents as strategic partners in developing bilingualism, biliteracy, academic achievement, and global competency.

Dual Language Program at RSD

Program Model and Allocation Plan

A 50/50 dual language model provides instruction in English and the partner language (Spanish in Richland School District) equally—each language is used for approximately half of the instructional day. Students learn core academic content (such as reading, writing, math, science, and social studies) in both languages, allowing them to develop strong bilingual and biliteracy skills over time.  Students receive English Language Arts (ELA) and Spanish Language Arts (SLA) skills instruction every day.  

This balanced approach supports academic achievement while fostering cross-linguistic connections, cultural competence, and long-term bilingual proficiency.

Dual Language Program at Tapteal Elementary

Richland School District's Dual Language program is housed at Tapteal Elementary School. The program began in the 2022-23 school year with one class of kindergarten students. Each year a new group of kindergarteners is introduced to the program as each previous class of students moves up to the next grade. Students spend half of their learning time in English and half in Spanish, helping them develop strong bilingual skills while achieving high academic outcomes. The program is open to:

  • Students from Spanish-speaking households
  • Students from non-Spanish-speaking households who are committed to learning Spanish as a second language

2026 Kindergarten Lottery Information

Important Dates:

  • Lottery sign-up: March 11 – August 8, 2026
  • Information Night: May 20 at 6:00 PM at Tapteal Elementary (705 N 62nd Ave., West Richland). Information will be presented in English and Spanish.

How to Apply:

  1. Enroll your child in kindergarten at your home school.

  2. Submit a Dual Language Program lottery application online.

Classes are filled through a lottery system. Students living in the Tapteal attendance boundary receive priority.
