Bullying / Harassment Policy (HB 1444)

The Richland School District policy 3207 addresses Bullying, Harassment, Intimidation and Cyber-Bullying.  The Policy defines harassment, intimidation, and bullying as, “any intentional written, verbal, or physical act, including but not limited to one shown to be motivated by any characteristic in RCW 9A.36.080 (3), or other distinguishing characteristics, when the act or acts: 

  1. Physically harms a student or damages the student’s property; or
  2. Has the effect of substantially interfering with a student’s education; or
  3. Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or
  4. Has the effect of substantially disrupting the orderly operation of the school.

This policy also:                                                                                              

  • Requires all staff and students to report any incident of bullying or harassment to an appropriate school official.  
  • Establishes an informal and formal process for filing complaints, including a district complaint form.
  • Protects the reporting person from reprisal, retaliation or false accusation against a victim or witness.
  • Addresses bullying and cyber bullying conducted via electronic means by student(s) while on school grounds and during the school day.
