Mission

To provide students with an education which results in high achievement and good citizenship.

Strategic Planning Goals

1. Student Learning - Ensure that all students have the opportunity to develop the skills and knowledge required to meet the Washington State Essential Academic Learning Requirements established by the Washington State Commission on Student Learning, and to to continually improve and excel.

    1.1 Provide 180 days of quality education for all students by our own professional staff.

    1.2 Ensure all students, at every level of performance, make academic progress.

    1.3 Employ a district-wide strategy to teach students to read with competency at all grade levels throughout elementary, middle, and high school.

    1.4 Ensure the curriculum is aligned with the Washington State Essential LearningsAcademic Learning Requirements, and reflects additional requirements of the district/community.

    1.5 Ensure the curriculum is aligned from grade to grade within and between schools.

    1.6 Implement and maintain an adoption cycle that is reflective of aligned curriculum.

    1.7 Employ computers and telecommunications to enrich curriculum, enhance teaching, stimulate student interest, and ensure computer literacy.

    1.8 Prepare students to transition to post secondary training, education and/or career.

    1.9 Ensure that extracurricular activities supplement and enhance instructional goals.


2. Environment - Provide a safe and orderly environment that enhances student learning.

    2.1 Provide an environment where staff and students are safe from physical harm, violence, and harassment.

    2.2 Have a "No tolerance" policy toward weapons, tobacco, drugs, alcohol, and violence in all school environments and activities.

    2.3 Communicate clear expectations and consequences for behavior to staff, students, and parents.

    2.4 Each school culture encourages:

    • respect for one another;
    • respect for school and individual property;
    • positive behavior.

    2.5 Provide facilities that are clean, fully functional, and in good appearance.


3. Accountability - Implement district-wide assessments and performance analyses to achieve continuous improvements in student performance.

    3.1 Provide for student, staff, parent, and community accountability for their respective roles in the attainment of student instructional goals.

    3.2 Provide valid and reliable measurements of student status with regard to district, state, national, and international standards.

    3.3 Provide district assessment for timely interventions to ensure student success.

    3.4 Use assessment data to redirect instructional content and delivery to improve its effectiveness.

    3.5 Report achievement by student, school, and district, which can be understood and utilized by the board, parents/community, staff, and students.


4. Leadership - Establish a climate which empowers leadership, and provides for decision-making with accountability.

    4.1 Clearly define the responsibilities, authority, and accountability of all staff positions.

    4.2 Clearly define the roles and responsibilities of site councils, district committees, task forces, etc.

    4.3 Base personnel evaluation, development, and training on performance requirements and improvement consistent with district goals.

    4.4 Assure sharing of information and methods to achieve district-wide benefit.

    4.5 Provide competent staff through high standards of recruitment, candidate screening, mentorship programs, staff development, and evaluation.


5. Fiscal Responsibility - Effectively manage district operations, assets, and resources to ensure the fiscal integrity of the district and sound stewardship of the taxpayer's investment.

    5.1 Ensure the district operates on a balanced budget, maintains a 4% fund reserve balance and a 1% contingency reserve balance (reserves = % general fund annual budget).
    5.2 Allocate resources according to the District's Strategic Plan.

    5.3 Develop the internal controls, policies, information, and accounting systems necessary to ensure sound fiscal and human resource management.

    5.4 Ensure administrators and program/project leaders are held accountable for fiscal decisions within their areas of responsibility.

    5.5 Employ operational and funding strategies to address maintenance and replacement of district assets.

    5.6 Provide regular communication to ensure parents, staff, and community are knowledgeable about district finances.

    5.7 Ensure operations are striving for continuous improvement in efficiency.


6. Facilities - Provide facilities that meet the needs of students and curriculum.

    6.1 Review the long range facilities plan periodically to incorporate enrollment, demographic, curricular, and other district changes.

    6.2 Implement a preventative maintenance plan for district facilities.

    6.3 Ensure capital decisions are cost effective and based on a long term outlook.

    6.4 Ensure capital projects are completed on time and within budget.

    6.5 Develop widespread community understanding of facilities needs.


7. Service Orientation - Establish a district-wide service orientation in support of student learning.

    7.1 Be responsive to the needs of those served by district functions.

    7.2 Communicate with stakeholders the function of each district operation and its contribution to student learning.

    7.3 Fully report to parents/community on student performance and district operations and plans.

    7.4 Encourage employee participation in devising and implementing improvements.

    7.5 Provide meaningful parental/community participation in district problem-solving, and in the classrooms at all levels.

    7.6 Encourage volunteerism.
